City Notes: Charles City Housing and Redevelopment Authority Update

It’s going to be another busy year at the Housing Office.

Plans are underway to replace the transformers and wiring underground to the buildings at South Cedar Terrace. With luck and good weather, the work should be done by August.

We are also planning to assess the condition of the sidewalks and parking lots at North and South Cedar Terrace and Morningside Apartments to ensure they are Americans with Disabilities Act-compliant and are in good repair.

We plan to have all repairs and/or alterations to the sidewalks and parking lots finished by the summer of 2020.

The city actively seeks Community Development Block Grants from the state of Iowa to improve the existing housing stock in Charles City.
The Housing Office administers the grants on behalf of the city, working jointly with the Code Enforcement Department.

Since 2001, we have rehabilitated 47 homes.

In 2018, the city was awarded $232,700 to make improvements to six owner-occupied homes in the North Grand area of Charles City.

The target area includes the homes on the east side of North Grand Street from 6th Avenue to the north city limits and the west side of E Street north to 13th Avenue, then from 13th Avenue to the west side of Cleveland Avenue ending at the north city limits.

To be eligible for the program, applicants must meet the income guidelines, occupy the home as their principal place of residence, and must hold fee simple (deed) title to the property. Properties under life estates and contract sales are not eligible to participate. In addition, the property must be located within the target area and cannot be in the 100-year flood plain.

The applicable maximum income guidelines are: one person family, $38,850; two persons, $44,400; three persons, $49,950; four persons, $55,500; five persons, $59,950; six persons, $64,400; seven persons, $68,850; and eight persons, $73,300.

The grant covers home repairs such as roofing, siding, windows, furnaces, water heaters, electrical, plumbing, and lead-based paint stabilization, up to $24,999. The individual grants are 5-year forgivable loans.

We will be completing the first four homes by the end of 2019. There are still two grants available.
