Iowa GOP proposes creating ‘transportation fund’ for school districts

Iowa House Republicans are proposing the creation of a transportation fund to change the way school districts must manage high transportation costs in Iowa.

The announcement was released to state reporters late Thursday morning. The party outlined plans to increase state supplemental aid in fiscal year 2019 by $32 million (about 1 percent); create a transportation fund of $10 million; and extend the school infrastructure ‘SAVE’ fund, with potential reforms on the fund’s use.

The transportation fund would be filled by the state General Assembly and “used to buy down districts with high transportation costs toward the statewide average,” the GOP release said. “This frees up general fund dollars in those districts.”

The party also proposes extending SAVE (Secure an Advanced Vision for Education), with potential reforms on the use of SAVE — including “limitations on athletic facilities” and “Putting more towards school debt repayment.”
