CC boy accused of sexual abuse

A Charles City teen charged with third-degree sexual abuse is being held in the Central Iowa Detention Center in Eldora as he awaits a hearing on Friday in Floyd County.

Charles City Police took the 14-year-old Charles City Middle School student into custody Wednesday morning the day after District Associate Court Judge Annette Boehlje ordered his immediate detention.

Floyd County Attorney Rachel Ginbey filed the charge in juvenile court Tuesday afternoon. The delinquency petition said the boy committed third-degree sexual abuse against a 13-year-old child in Floyd County. It did not stipulate a date of the alleged crime or specific location.

For adults, a class C felony conviction can lead to up to 10 years in prison and a fine between $1,000 and $10,000, according to state code.

The teen and his father have been served with an order barring any contact with the alleged victim.

The teen “has had previous sex offense charges,” the request for immediate detention by the Floyd County juvenile probation officer said. “(He) is presently adjudicated CINA … He has a history of unstable home environments.”

CINA, or Child in Need of Assistance, cases involve abused or neglected children, according to Iowa Legal Aid.

The teen’s residence is listed as different from that of father, who also lives in Charles City and his mother in Chicago, according to Ginbey’s filing.

A detention hearing is scheduled for 9:30 a.m. March 4, at the Floyd County Courthouse, as is a delinquent adjudication at 3 p.m. March 17.

Charles City attorney Ann Troge has been appointed to represent the teen.
